It was during the european tours, and they thought a title tournament would make it more interesting. The final match was British Bulldog and Owen Hart I think, and they were tag team partners at the time. The WWE even wanted to fuck up tag teams back then I guess.

After that it just became a useless prop to get people Vince had a boner for up to mid card status.
