I think the n-word is different because some people believe that by using it they can re-claim it. Personally, I think it's too dirty for anyone to use.
No. It's not 'new.' Primarily, racists are white, but I've seen racists of other ethnicities. Although, I guess in the US only white people can be considered institutional racists.
