its a sophisticated problem depends on your car and your cars level of computerization and electronics.

in general (from a non-mechanic standpoint) i'm gonna say should be your cars sending unit located somewhere within in the fuel tank. youd want to find out where exactly this sending unit is (based on you car) and check the power/ground to this unit. theres probably a particular ohms reading for empty/full. and yours could be sending too much power back to the gauge cluster.

now, lets say you find out you do only have one sending unit, and you replaced that. and its still not working, youd next have to check the back of the gauges.

what kind of car do you have yr/mk/model?

Tigre takes it up the butt!
The float is probably turned and hitting the inside wall of the gas tank not letting the float rise and show the true level. You can grab the mount and turn it to rotate it to an area where the float can rise all the way.

Doesnt really matter, you need to take the car to a mechanic. If you knew the problem u would of fixed it and since u didn't no need to try to fix it.
