Uk hip hop is as good as the American stuff. The problem is, it has never been advertised as much. Roots Manuva's Dreamy Days for example could easily have hit number one, and he is as good as Dizzee Rascal, but he just hasn't been given the label support. UK hiphop needs an influx of money so it can be pushed to the extent that the US stuff and other UK music is.
