I'm not sure... I think they did that purposely to show how the refs are scared to ref the Hell In A Cell match comin up, cuz they showed the refs talkin to Bischoff how none of them want to do it....

No, it was a fuck up. The ref forgot that Orton was suppose to get the pin at that point, so checked Hurricanes shoulder thinking he missed it, realized he messed up and called for the bell.
