If you want to run with resistance just go to the beach or a pool. or find some hills, or bleachers. Other than that, parachutes or sleds would be good but are kind of expensive.
And like I said, I highly doubt you run a mile in anything under 4 minutes. That would be basically world class running and you would have no questions about being in or getting into shape. Even a 4 minute mile is very, very fast.
